Buying Solutions - Case Study - Home Office
At the start of 2007, the Home Office underwent a procurement exercise to identify a range of suppliers to support them in their recruitment needs for clerical and administrative temporary staff (receptionists and administrative assistants to senior executive officers and PAs).
The Home Office initially sought to use the Framework Agreement to identify a select number of suppliers to act as either a Master Vendor (Option A) or a Preferred Supplier (Option B) in the provision of temporary agency workers to fulfil the clerical and administrative recruitment needs of the various Home Office Framework users. With around fifty government departments and agencies utilising the Home Office Framework Agreement for their temporary staffing needs across the UK, this was a key project.
Kelly Services service delivery solution focused on various key elements, including the provision of a centralised ordering process, a customised recruitment process which incorporated some of the enhanced screening procedures required by various government bodies, contracts of employment between the temporary agency workers and Kelly Services, e-ordering tools and a commitment to sustainability which supported the Home Office targets and objectives.
Upon review of the service offering, Kelly Services were awarded supplier status as both a Master Vendor (Option A) and Preferred Supplier (Option B). Since the Framework was established in May 2007, we have since been awarded contracts from various government bodies which utilise the Framework including, amongst others, the following:

- Highways Agency (Master Vendor)
- Treasury Group (Master Vendor)
- DSA (Refined PSL 1 of 2)
- National Archives (Refined PSL 1 of 2)
- HM Revenue and Customs (Refined PSL 1 of 4)
- Department of Transport (Refined PSL 1 of 4)
- Westminster City Council (Refined PSL 1 of 4)
Kelly Services have worked alongside the Home Office contract representatives through the various stages of implementation to develop a bespoke service delivery solution which meets the specifics of each users business needs. Following completion of the final stages of implementation, the majority of these new contracts have now been passed onto Kelly Services Account Management and Operational Teams as we work through the agreed processes and procedures to supply temporary clerical and administrative agency workers to the various framework users.
